Baltimore City Public Housing Program Now Open

Would you like to apply for a program that can offer you the chance for better, more affordable housing in Baltimore City for you and your family? Great news! The Housing Authority of Baltimore City (HABC) announced that applications are being accepted for the HABC’s Low-Income Public Housing waiting list for housing units in Baltimore City. Applications will be accepted online only starting Aug. 1, 2023, at 9:00 a.m. and ending Aug. 14, 2023, at 11:59 p.m.

Following the closure of the two-week application period, HABC will:

  • Randomly select 13,000 applicants for placement on the waiting list
  • Notify the 13,000 applicants who were randomly selected of their placement on the waiting list
  • Notify all other applicants that they were not selected for placement on the waiting list

The first step is to get on a waiting list by submitting a preliminary application. When vacant units become available, HABC will select the applicants in their order on the waiting list, which is also determined by lottery, admission preferences and size and type of the unit needed. Preliminary applications must be submitted online.

Individuals with disabilities or others who need additional support may receive assistance completing a preliminary application by contacting a call center representative at 888-301-8292.

To submit your preliminary application, visit the waiting list application page. Learn more about the HABC Low-Income Public Housing Program and how to get help completing your application here.
